Well, the LGV Est (http://en.wikipedia.org/wiki/LGV_Est), which is about 400km, cost about 4bn euros (including rolling stock). So a London-Glasgow TGV should only cost about £4.5bn, assuming the same cost per mile.

Damnit, how much nicer could you make this country with 1200 miles of TGV line?
